Governance Before Dashboards

A Dashboard Cannot Resolve Ambiguity

Dashboards can present information clearly, but they cannot decide what a programme outcome means, who owns an exception or which evidence is sufficient. Those are governance decisions.

When definitions vary between delivery partners, a polished report can create confidence without creating comparability.

Set the Rules of the Operating Model

Before selecting measures, programme owners should agree the structures that make those measures defensible.

  • Common definitions for stages, outcomes and exceptions
  • Named owners for actions and decisions
  • Evidence requirements and verification points
  • Escalation routes for delivery risk
  • A change record for material decisions

Use Dashboards as a Decision Surface

Reporting is most useful when generated from the same operating environment used to manage delivery. It should show where attention is required, who owns the next action and what evidence supports the position.
