Start With the Outcome Definition

Employment outcomes must be defined before delivery begins. A job start, sustained employment, increased hours, progression and retention are different outcomes with different evidence requirements.

  • Define the event being measured
  • Set the evidence required
  • Identify the responsible organisation
  • Agree when the outcome is verified
  • Separate programme contribution from guaranteed causation

Design Backwards Through the Journey

Once outcomes are clear, programme teams can identify the employer relationships, opportunities, participant readiness, support and evidence needed at each earlier stage.

Make Employers Part of the Operating Model

Employer engagement should not be a parallel sales activity. Demand, opportunities, matching, workplace feedback and retention should remain connected to participant and programme operations.

Use Evidence to Improve, Not Only Report

Evidence gathered throughout delivery supports earlier intervention. It also gives commissioners and programme leaders a stronger basis for understanding which activities contribute to progression.
