Use an Outcome Taxonomy

Job entry, sustained employment, increased hours, earnings progression and role progression are different events. A shared taxonomy prevents inconsistent reporting.

Define the Evidence Standard

Each outcome should have an agreed source, relevant date, verification status and accountable owner. The standard may vary by programme or commissioner.

Separate Activity, Output and Outcome

Engagement and training are activities. Interviews and placements may be outputs. Employment and retention are outcomes. Keeping these distinctions clear improves decision-making.

Report Contribution Carefully

Employment outcomes are influenced by participant circumstances, employers, the labour market and multiple services. Reporting should show credible programme contribution without claiming guaranteed causation.
